Are summary arbitral proceedings possible?

Yes. There are two possibilities: one under Section 4 A, in the event that no arbitrators have yet been appointed, and one under Article 37, if there is already an arbitral tribunal. Summary arbitral proceedings result in provisional measures, whereas emergency arbitration produces a decision on the dispute itself.
